Layer Movement Modifier (I dont understand it)

Every time I enter the code in correctly. Nothing happens. I try to bring the design down lower but it doesnt go. I dont know what I am doing wrong. I set it to 68 on Caw 26 and layer 26. It doesn't do anything different with the design, the top still cant go past his waist. Please help.

i am having the same problem but i want a design to go down the side of the tights

I think tou have to add the design first then add the code. And make sure you add the mastercode and the code write.
