1. Make a new layer
2. Choose Retangular Marquee Tool
3. Using it, choose the area where you want the plate to be.
4. Now Edit>Fill, use white
7. And now Edit>Stroke, use 1px and black.
8. Finally set the Blending Mode to Soft Light

yea, what he said... but i think that conor's banner has like diagonal lines throguh it so u might wanna put those in or sumthing
