Is there anyway to make a sig, Save, close out, re-open photoshop and open the sig that you just made with all it's layers still?

no but if you save it as psd just open it

Yeah Save It As A Psd and when you open it back up it will still have all of its layers  Also its helpful to name each layer so you know whats what. |
