how do you make a popout

im up for a challenge and itototally dont know how to do them

create a new transparent document about 350x300 pixels,then create a new document again a white one this time,and make it 350x150 and drag it onto the transparent one and place it at the bottom of the transparent one,then brush on that white one u just dragged onto it

i made two thers an orton one and an attitude era one im workin on there pretty easy to start off with the hard thing is the border

the boarders easy just go to the layers and hold in ctrl then just click that layer with the bg on it and then make the boarder
