- i would lower the boarder to 1px
- maybe do something cool with the text, maybe an outer glow
- add dots to make it look better

Border..looks too thick.
but I can the idea.
You should try to work on advertising stuff. Like take a TV show and make a advertisement poster for practice.

i think you mean like scanlines but with Dots
-maybe make the Border a 3 pxl border
-Change the Text a bit e.g Diffrent Font
